A diagnostic test is mostly reagent cost, and reagents are imported, cold-chained, and priced far above production cost. Local enzyme production is a solved science with no distribution.

Molecular diagnostics depend on a handful of enzymes — polymerases, reverse transcriptases, ligases — sold as purified proteins with large margins and a cold chain attached. The sequences are largely public and the expression protocols are published; the cost structure is dominated by purification, quality control, and shipping rather than by discovery.
Not the science. What is missing is a production package: strains, expression and purification protocols validated outside their originating lab, an assay to prove each batch works, and the quality documentation to make a clinician willing to use it. The gap is between "a paper shows this works" and "a technician in another country can make a trustworthy batch on a Tuesday".
Every laboratory whose test volume is capped by reagent budget and import logistics, which during an outbreak becomes the constraint on knowing what is happening.
